Because all the background on High Elves focuses on how great their throwers are. Also High Elves have been doing very well in many different leagues testing the new rules so we didn't want to make the team better (which giving Dodge to the Catcher would do) but give it one more element to make the High Elf team different from the other 3 Elf teams. Remember the High Elf team was supposed to be deleted. So with the LRB 5.0 you get the following items to make the 4 teams more unique:
High Elves: Most heavily armoured team overall. Great passers.
Elves: Great catchers, very inexpensive team
Dark Elves: Elven running game team
Wood Elves: Very fast, Wardancers, and the only team with a Big Guy

These teams are already performing well according to the playtest leagues. Access to Dauntless on normal skill rolls means it is much easier for teams without Big Guys to compete with the teams that do. Also we raised the price of the Big Guys to the point where many teams are not considering them anymore.
